You only get to keep 70% of all your earnings on Skype Premium. The remaining 30% goes to Skype. And you can NOT use Skype Prime if you don’t have a PayPal account.

Whenever someone signs-up for paid Skype services through you, like SkypeIn, SkypeOut, Voice-mail etc, you will get a commission of 25% on every sale (according to the Skype blog).
